Specializing in public-private partnerships FDC brings a comprehensive, Total Cost Management (TCM), approach to evaluating investment and development risks for its clients. Through a developed Performance-Based Services Acquisition method FDC, from the initial client investment to completion, employs an integrated valuation-scheduled return assessment to mitigate the life-cycle costs of the project. Inclusive of risk mitigation through the management of scope planning and vendor selection FDC is full service solutions provider. From Program development through close-out FDC brings each client decades of experience to provide successful projects.
Facilities Development Corporation, because of reputation and success, is able to cultivate dedicated management and site teams. FDC’s Program Management utilizes Sage and Primavera, as well as the institutional knowledge of highly qualified managers to ensure project control and program continuity for all its partners. FDC has recently developed a Program Review Team to determine areas for improvement and to review management tools programs to ensure FDC continues to maintain its competitive edge.  Part of what makes FDC so successful is that from procurement to project close-out, FDC maintains end-to-end control. This level of controls starts with FDC’s 30,000sf, secure warehouse where FDC has stockpiled commonly compliant materials for rapid deployment and team mobilization. It is the level of quality and speed by which it can be provided which truly separates FDCs management from all others.

All FDC employees, from Site staff to Program Management, have completed training and hold certificates issued by the United States Army Corps of Engineers (USACE) in Quality Control Management (CQM).  We implement the Three Step CQM process on all of our projects and can provide qualified and trained personnel as a service to projects both as government representatives and contractor personnel. 

As a minimun, all FDC field personnel have completed the 30 hour OSHA Safety training and/or the 40 Hour EM385-1-1 training.  FDC’s safety program centers on continuous training and program re-assessment. FDC unequivocally believes that every employee is responsible to maintain a safe, and threat-free, working environment.  FDC has a compliant Corporate Safety Manual and issues an Accident Prevention Plan for each project. 
FDC is prepared to provide trained safety manager to projects, either as government representatives or other contractors as a service on a per hour basis or project basis.
